NEC
The overall management and administration of the union is carried out by the National Executive Committee (NEC).
Between meetings of Conference the NEC represents the will of the union subject to the authority of Conference as the supreme policy making and governing body of the union.
The NEC's functions include:- Responsible for the organisation of the union, general publicity and general relations with the employers' or other organisations.
- The general policy of the union and issues affecting members in more than one Division or area of the union.
- Consider any collective views from Divisions, Sub-Divisions, Areas and Branches.
- To determine on any question on which the BECTU Rules are silent or otherwise require interpretation - the NEC has no power to alter the Rules.
- The administration of the union's finances.
- Deal with all matters referred to it by the Conference and its decisions on all matters shall be final and decisive unless the Rules or resolution of Conference provide otherwise.
- Publish annually a report of its work which is presented to Annual Conference.
- Investigate all complaints made by or against members.
- Appoint BECTU staff and negotiate with recognised trade unions their terms and conditions.
- Instruct the General Secretary to draw up minutes of its proceedings which are issued to all Branch Secretaries within fourteen days of meetings.
- If necessary appoint subcommittees.
The NEC consists of representatives elected from each of the union's Divisions every two years.
BECTU's President is elected at the same time as Divisional representatives.
The NEC elects the Vice-President and Treasurer from amongst its members.
The Committee routinely meets every six weeks, normally on a Sunday at BECTU Head Office.
These meetings are also attended by the President, General Secretary, Assistant General Secretaries, Finance Officer and Administrative Officer, who can speak but not vote.
